Registration of Overseas Electors in the Voters’ Lists
According to the provisions of Section 20A of the Representation of People Act, 1950, an NRI settled in foreign land can become an elector in electoral roll in India.
An overseas elector is a person who is a citizen of India and who has not acquired citizenship of any other country and is otherwise eligible to be registered as a voter and who is absenting from his place of ordinary residence in India owing to his employment, education or otherwise is eligible to be registered as a voter in the constituency in which his place of residence in India as mentioned in his passport is located.
Every eligible overseas elector whose place of residence in India is located in any of the States or Union Territories in India, and is desirous of registering his/her name in the electoral roll can file an application for the purpose in the prescribed Form-6A to the Electoral Registration Officer (ERO)/Assistant ERO of the constituency within which the place of ordinary residence of the applicant in India as given in his/her valid passport falls.
Form 6A can be filed online on the website of Chief Electoral Officer of the concerned state or website of Election Commission of India. While filing Form 6A on line, the copy of the passport and copies of other necessary documents like address in India, and page containing valid visa should also be uploaded.
Alternatively, the application for registration as overseas voters can be submitted in person at the Electoral Registration Officer (ERO)/Assistant ERO of the constituency. If application is submitted in person before the ERO/Assistant ERO, the original passport should be produced for verification.
The requisite Form 6A can be downloaded from the website of Chief Electoral Officer of the concerned state or website of Election Commission of India (https://www.eci.gov.in/Overseas-voters). Form 6A is also available free of cost at the Consulate during working hours.
Besides, Booth Level Officers in every polling station area in India have been asked to distribute blank Form 6A to families of overseas Indians in India to send the same to persons living abroad.
Alternatively, the application for registration as overseas voters can also be sent by post to the ERO/Assistant ERO of the constituency. If the application is sent by post, it must be accompanied by self-attested copy of the relevant pages of the passport containing photograph, address in India, valid visa endorsements and all other relevant documents mentioned in Form 6A.
It may be noted that, as per the Corrigenda to the Registration of Electors (Amendment) Rules, 2011, as far as the attestation of documents related to the registration process is concerned, such attestation will be only self attestation by the overseas electors and not by the Indian Embassy/Consulate.

It may be noted that after enrollment, the overseas elector will be able to cast his/her vote, only if he/she is physically present in the polling station on the day of poll along with his/her original passport.

Points to remember
No person can be enrolled on more than one electoral roll i.e. when you enrol as a overseas voter you have to submit a declaration - that you did not get enrolled as a general elector
If you are registered as a general voter, you should surrender your EPIC along with submission of Form 6A
When you return to India you can register as general elector at your place of ordinary residence
An overseas elector is not issued an EPIC & you will be allowed to vote in person at the polling station on production of your original passport.
Please remember that you have only one vote. Accordingly you should not vote for more than one candidate
