Only Indian citizens can seek information under RTI Act. The fees for applying for and getting information will be charged in local currency (RMB Yuan) equivalent to the amount prescribed by the Department of Personnel & Training, Government of India, which can be seen on the website http://righttoinformation.gov.in/ . Letters seeking information should be accompanied by the prescribed fee favouring Consulate General of India, Shanghai payable on Shanghai and self-attested photocopy of the Indian passport.
